Joint Technical Seminar on Feasibility Study of Implementing IAQ Index in Hong Kong

This seminar is a joint activity of HKIE-BSD, ASHRAE-HKC and CIBSE-HKB.

Programme Highlights:

Indoor air quality (IAQ) is a growing concern in Hong Kong. A territory-wide IAQ monitoring programme is essential for safeguarding public health. Currently, the IAQ Certification Scheme is ineffective while the development progress of IAQ policy is relatively slow. This seminar reports the feasibility of implementing an IAQ index in Hong Kong for IAQ control and proposes a step-wise IAQ screening protocol to facilitate cost-effective IAQ management among building owners and managers. The IAQ indices proposed include: a) an IAQ Health Index (IAQHI) and b) an IAQ Index with Surrogate Indicators (IAQSI). It is suggested that an up-to-date IAQ index for Hong Kong should be maintained, and a regional IAQ screening programme should also be put forward.


Ir Dr. Horace K.W. Mui (PhD, BEng(Hons), CEng, RPE, MHKIE, MCIBSE, MASHRAE)

Ir Dr. Mui is the Associate Professor in the Department of Building Services Engineering of The Hong Kong Polytechnic University. He obtained a BEng (Hons, First Class) degree in 1996 and a PhD specializing in building environmental performance from the BSE Department at The Hong Kong Polytechnic University (HKPU) in 2001. Ir. Dr. Mui is appointed as the programme leader of the UGC BSE degree programme, Chairman of Departmental Programme Committee (DPC), Member, Faculty and Departmental Learning and Teaching Committee (FLTC) & (DLTC), and Departmental Management Committee (DMC), etc. He is responsible for curriculum development and a number of teaching activities in the Department, in fields including design and research projects, indoor air quality (IAQ) engineering, and dissertation supervision at postgraduate and degree levels.


Ir Dr. Mui has been deeply and energetically involved in research and development. He gained 2 patents and a number of technology research funds from the HKSAR Government (including GRF, PPR of CPU, ECF, Recycling fund, etc.) and other resources. Ir. Dr. Mui has been serving as a principal investigator in many research projects and some of the graduated PhD students under his supervision are now serving the energy and environmental engineering communities. He and his students study indoor air quality sampling, indoor contaminant transportation, energy efficient building technology, building environmental performance, thermal comfort and water supply system in buildings, etc. Ir.

Ir Dr. Mui and his students have published over 100 journal papers and more than 200 conference papers and technical reports. Besides, two of his papers were recognized amongst the most cited articles published in Elsevier's Building and Environment between 2005 and 2008. Ir Dr. Mui’s extensive research experiences have led him to a number of high-level consultancy projects. His current roles include Honourable International Advisor for Hong Kong Indoor Air Quality Society (HKIAQS), Co-chairman of ASHRAE Technical Working Group (Moisture and Mold Control), Affiliate Faculty Member (School of Nursing, HK PolyU), corporate member of some local and international professional bodies, and member of many local and international scientific committees.
